GST Registration Checklist for New Businesses in India (2026)
If you're starting a business in India, GST registration is one of those things that feels optional right up until it isn't — and then it's urgent. Miss the window after you cross the threshold, or get one document wrong on the portal, and you're looking at rejected applications, notices, or a penalty that's genuinely painful for a new business to absorb.
This checklist covers exactly who needs to register, what documents to have ready, and the mistakes that cause the most rejections in 2026.
Do You Actually Need to Register?
Registration becomes mandatory the moment your aggregate turnover — calculated on a PAN-India basis, across all your business verticals — crosses the applicable threshold:
- Goods suppliers: ₹40 lakh in most states (₹20 lakh in special category states)
- Service providers: ₹20 lakh in most states (₹10 lakh in special category states)
Special category states with lower thresholds include Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, and Uttarakhand.
But turnover isn't the only trigger. Under Section 24 of the CGST Act, you must register regardless of turnover if you:
- Sell through an e-commerce platform like Amazon, Flipkart, or Myntra
- Make any inter-state taxable supply of goods
- Are a casual taxable person (e.g., a temporary stall at an out-of-state trade fair)
- Are a non-resident taxable person
- Are liable to pay tax under the reverse charge mechanism
- Act as an agent supplying goods or services on behalf of a registered taxpayer
- Are required to deduct TDS or collect TCS under GST
This is the part that catches new founders off guard — plenty of businesses well under ₹20 lakh in revenue still need to register on day one simply because they sell on Amazon or ship goods across a state border.
The Document Checklist
Have these ready before you start the application — incomplete or mismatched documents are the single biggest cause of delay:
- PAN card of the business/applicant
- Aadhaar card of the proprietor, partners, or authorized signatory (Aadhaar authentication is now required nationwide, including biometric verification in many states)
- Proof of business constitution — Certificate of Incorporation (companies/LLPs), Partnership Deed (partnerships), or none required for proprietorships
- Address proof of the principal place of business — a recent utility bill plus an ownership document or rent/lease agreement. A residential address is valid as a registered office, and even a virtual office address is acceptable if backed by proper documentation.
- Bank account details — a cancelled cheque, bank statement, or passbook copy showing the account holder's name, account number, and IFSC code
- Digital Signature Certificate (DSC) — mandatory for companies and LLPs; not required for proprietorships or partnerships, which can e-sign via Aadhaar OTP
- Photograph of the proprietor/partners/authorized signatory
Every document must be uploaded as a clear JPG or PDF under 1MB. Blurred scans or a bank document with an unreadable IFSC code is one of the most common — and most avoidable — reasons applications get sent back for clarification.
The Registration Process, Step by Step
- Create your account on the GST portal (gst.gov.in) using PAN, mobile number, and email to generate a Temporary Reference Number (TRN).
- Fill Part B of Form GST REG-01 using the TRN — business details, promoter/partner details, principal place of business, and bank account details.
- Upload documents against each section as listed above.
- Complete Aadhaar authentication for the applicant/authorized signatory — this now includes biometric verification in most states.
- Submit using DSC or e-sign (EVC via Aadhaar OTP for proprietorships/partnerships).
- Receive your ARN (Application Reference Number) to track status.
- GSTIN issued — typically within 7 working days if everything is in order, or after a site verification / query response if flagged.
Mistakes That Get Applications Rejected
- PAN and legal name mismatch — your legal name auto-populates from the PAN database. If it doesn't exactly match your Certificate of Incorporation or Partnership Deed, expect a rejection. Verify this on the Income Tax portal before you start.
- Wrong constitution type — selecting "Proprietorship" instead of "Private Limited Company," or "Partnership" instead of "LLP," triggers an automatic mismatch with your uploaded documents.
- Oversized or illegible uploads — stick to clear, high-resolution files under 1MB per document.
- Incomplete bank details — per a recent GSTN advisory, valid bank account details must be furnished within 30 days of registration (or before filing your first GSTR-1), or the registration risks suspension.
- Missing the 30-day window — once you cross the threshold, you have 30 days to apply. Waiting longer invites penalties and back-tax exposure.
Composition Scheme: Is It Worth Considering?
If your turnover is under ₹1.5 crore (₹75 lakh in North-Eastern states) for goods, or ₹50 lakh for services, you can opt for the Composition Scheme instead of regular registration. You pay a fixed 1–6% of turnover with simplified quarterly filing (CMP-08) — but you can't claim Input Tax Credit and can't sell outside your state. It suits small, purely intra-state businesses that want to stay light on compliance; it's the wrong call the moment you plan to sell inter-state or online.
What Happens If You Skip Registration?
Operating above the threshold without a GSTIN isn't a paperwork gap — it's a legal violation. Non-compliance attracts a penalty of ₹10,000 or 10% of the tax due, whichever is higher, and you lose the ability to legally charge GST, issue valid GST invoices, or claim input tax credit on your own purchases. For a business trying to win larger clients or vendor contracts, an absent GSTIN can also just quietly cost you the deal — most mid-size and enterprise buyers won't onboard an unregistered vendor at all.
